Actions Taken:

1.       P. Linehan conducted an overview of the Capital Outlay process and definitions. It was noted that 7% borrowing of operational budget is a guideline benchmark, not a target. Proposals should be driven by articles of like kind, not merely within the same department. A policy of not voting during the same meeting as the item was initially discussed may be adopted.

2.       P. Linehan sought proposals/ideas for changes to the Capital process.

3.       R. Uyttebroek disseminated an outstanding balance report of all previously authorized capital projects. P. Linehan requested that all departments review this report and respond to the nature or the cause of the remaining balance.

4.       M. Bennett of STV, Inc. presented a building assessment study to stabilize and renovate the Community Center and restore functionality. The project would be in three phases:

a.       Stabilization and Pre-Design Services Prior to Occupancy ($118,600)

b.       Renovation for Occupancy – Existing Departments ($3,018,400)

c.       Renovation for Future Program Needs ($668,832)

5.       C. Jackson presented a draft FY06 capital proposal for the School Committee ($2,476,182).

6.       P. Arguimbau, ConCom, presented a proposal to allow flexibility in the purchase of Rattlesnake Hill. This proposal would allow some private land development with the Town owning the majority portion, in light of realizing that the state will not be expending any money toward the purchase this year.

7.       B. Puritz presented a proposal to plan for a free-standing Senior Center at the Deborah Sampson recreational area ($15k).
